Before any of that
The venue is checked. Predatory journals copy the appearance of real ones closely enough that a call for papers tells you nothing, and if a journal soliciting your work is not one you should publish in, we will say so before doing the formatting.
What formatting cannot do
It removes a reason to reject. It does not create a reason to accept, and anyone offering the second thing for a fee within a guaranteed period is selling something they cannot deliver.
